Responsibilities
-Lead MEAL Implementation: Oversee the implementation of MEAL processes and activities to enhance program quality.
-Field Monitoring and Data Collection: Conduct field monitoring and program data collection exercises to measure indicators in the Logical Frameworks.
-Learning System: Ensure the learning system aids program teams in making iterative improvements for program quality.
-Indicator Measurement: Measure progress against indicators, conduct field data collection, and lead assessments, monitoring, or evaluations as agreed with the MEAL Manager.
-Data Analysis and Reporting: Support data analysis and reporting across projects, disseminate findings, and ensure follow-up and documentation of actions taken.
Feedback Mechanism: Assist in strengthening the Feedback, Complaints, and Response Mechanism at the field level in close collaboration with the program teams.
-Supervision: Supervise and provide guidance to the MEAL Officer.
-Coordination: Act as the primary point of contact for MEAL-related matters within the coordination team.
-Compliance: Ensure compliance with MEAL standards and best practices.
-Tool Development: Contribute to the development and refinement of MEAL tools and methodologies.
Key Responsibilities:
-Development and Implementation: Support the MEAL Manager in developing and implementing MEAL systems based on project proposals, implementation plans, and donor reporting requirements.
-Roll-out Support: Facilitate the effective roll-out of MEAL data collection and reporting systems at the base level through training, site visits, manuals, and other technical support.
-Tool Design: Assist in designing data collection tools, templates, questionnaires, and forms, and upload them to electronic platforms such as Kobo Toolbox.
-Training and Mentoring: Conduct training for MEAL staff on identified capacity needs and provide ongoing mentoring support in consultation with the MEAL Manager.
-Data Management: Collaborate with program teams to ensure accurate and timely collection, documentation, and collation of information and data.
-System Review: Contribute to regular reviews of the MEAL system, making improvements as needed and recommended, in consultation with technical managers, MEAL Manager, staff, and partners.
-Activity Implementation: Support the MEAL Manager to ensure timely, cost-effective MEAL activities that adhere to best practices and standard operating procedures.
-PMP Updates: Ensure that the PMPs (Activities/Monitoring sheets) are regularly updated every month in coordination with the program team.
-Program Evaluations: Design and supervise program assessments (baselines, midlines, PDMs, and endlines).
-Data Analysis: Support quantitative and qualitative data analysis and reporting across different projects.
-Field Monitoring: Regularly undertake program field monitoring visits to areas of operation.
-Training: Train program and MEAL staff in data analysis and triangulation.
-Evaluation Activities: Support project review and evaluation activities, including coordinating with independent Evaluation Teams for mid-term and final evaluations and supporting donor and external reviews.
-Third Party Monitoring: Support Third Party Monitoring activities where necessary.
-Complaint & Feedback Mechanisms: Participate in the development and contextualization of the Mission Complaint & Feedback mechanisms.
-Beneficiary Accountability: Ensure the beneficiary accountability mechanism is functional and addresses complaints in a timely manner. Inform program managers of any delays in addressing complaints or information requests.
-Training: Train beneficiaries, community stakeholders, and program participants on the SIF complaint response mechanism to promote downward accountability.
-Feedback System: Support the creation of a system to ensure information obtained is shared with communities, women, and stakeholders through a regular feedback mechanism.
-Leadership: Provide technical and programmatic leadership to MEAL Officers and Assistants.
-Performance Management: Set performance objectives and conduct annual appraisals for MEAL unit staff.
-Supervision: Supervise the MEAL staff (MEAL Officers and Assistants).
-Case Studies and Reports: Facilitate and compile case studies, stories of change, and lessons learned reports in consultation with the country MEAL Manager and technical managers.
-Documentation: Ensure key base-level lessons and challenges are documented and shared with staff and partners to inform future proposal development and implementation of best practices.
-This is not a restrictive list of duties; relevant tasks can be added upon request by the line manager.



Qualifications
-Education Background: Bachelor's degree in a field related to Project Management, Development studies, Economics, Social science, Political sciences, international relations or equivalent Education or training in data management and/or data analysis is desirable.
-Experience: Minimum of three years; experience in humanitarian and/or development work, with at least two years in a position with extensive MEAL responsibilities. At least one year of experience in a management role.
-Training and Capacity Building: Experience in training and capacity building.
-Reporting: Demonstrable experience in producing high-quality written reports.
-Technological Proficiency: Familiarity with new technologies in MEAL and Information Management.
-Contextual Knowledge: Good understanding of the humanitarian response in Syria, including the Humanitarian Needs Overview, Humanitarian Response Plan, and response coordination arrangements.
-Project Cycle Management: Excellent understanding of project cycle management of humanitarian
