Responsibilities
Program Implementation and Support
• In coordination with local partners, support assessments to identify updated needs and gaps in areas of interventions;
• Prepare ToRs of project activities, in accordance with administrative, logistical and MEAL procedures;
• Meet and coordinate the intervention continuously with partners, local authorities, and any other key stakeholders through an effective communication and negotiation;
• Set up the work plan for field activities in accordance with the project expected results;
• Assess goods/services needs to support project activities by ensuring proper communication to the logistics department;
• Provide leadership to the project team on the field, coordinating and supervising the activities implementation and promptly addressing potential challenges.

Reporting
• Ensure data collection and monitor the progress of project indicators; ensure data collection, storage, processing, analysis, and dissemination in line with internal and Sectors protocols;
• Ensure that project reporting (internal and external) is completed in a timely and accurate manner in accordance with donor requirements and procedures.


Compliance
• Ensure proper and transparent administrative justification of all expenditures;
• Conduct regular field monitoring visits to assess the quality of ongoing activities;
• Ensure that project staff can perform their roles and responsibilities and work on the process of professional growth and knowledge transfer;
• Ensure a positive work environment by demonstrating leadership and conflict resolution skills, facilitating team building and productive discussion with staff and stakeholders;
• Ensure that project activities are implemented in line with COOPI's Code of Conduct, Prevention of Sexual Exploitation and Abuse (PSEA) policy and any other adopted Standard Operating Procedures (SOPs), policies and guidelines;
• Perform any other tasks relevant to the project assigned by a line manager.


Qualifications
Education & Professional Experience
• Bachelor Degree in Social Science, Psychology, Social Work or other field related to social development and humanitarian work;
• Minimum of 3 years of relevant experience in ERL and Protection sectors with NGOs or humanitarian actors;
• Arabic native speaker;
• Proficiency in written and spoken English;
• Having worked with an INGO is considered a plus.

Personal Skills
• Ability to timely complete assigned tasks in the required manner;
• Proactivist, problem solving spirit and calm in stressful situations.


Specific Vacancy Requirements
GENERAL PURPOSE OF THE POSITION
The project officer will be hired by COOPI under the project titled ''Provision of integrated Early Recovery and Protection Assistance to vulnerable populations in Aleppo and Daara Governorates’’ (Syria Humanitarian Fund – OCHA).
The Project Officer will be based in Aleppo with frequent and periodical travels to project locations, if the security situation allows it. She/he will be responsible for planning, implementing and following up field activities as well as for the beneficiary selection, and will supervise project staff - and report - to the Program Manager. She/he will coordinate under coordination personnel supervision to ensure that field activities are carried out according to internal and donor guidelines, procedures and deadlines, and will manage and oversee effective relationships with local partners and key stakeholders.
