1- Program Management, Monitoring, and Development
• Facilitate the alignment of FCA programs with organizational priorities, accountability mechanisms, and Syria’s National Development and Humanitarian Response Plans.
• Oversee the planning, implementation, and monitoring of all projects to ensure quality, relevance, and accountability.
• Strengthen partnerships with local stakeholders and foster continuity by building local capacity.
• Design and implement robust monitoring, evaluation, and learning (MEAL) systems to inform decision-making and improve interventions.
• Lead the integration of FCA’s climate change strategy into program designs and implementation, fostering resilience-building and promoting climate-adaptive interventions in affected communities.
• Promote community engagement and participatory approaches, fostering community-led initiatives in program planning, design, and implementation to enhance local ownership and sustainability.
• Foster innovation by identifying and implementing sustainable approaches, including climate resilience and socio-economic empowerment.
• Incorporate sustainability and resilience-building measures into program designs to address long-term community needs and mitigate the impacts of recurring crises
• Ensure documentation of lessons learned and best practices to inform future programming and facilitate organizational learning
2- Leadership and Capacity Development
• Foster a culture of accountability, learning, and collaboration through regular performance reviews, team building, and capacity development initiatives.
• Drive FCA’s localization strategy by strengthening the capacity of local organizations and promoting the transfer of responsibilities to local actors, fostering sustainable local ownership of programs
• Mentor and coach staff to build their technical and managerial capacity, ensuring high-quality program delivery in challenging operational contexts.
• Organize regular team meetings to promote information sharing, coordination, and learning.
• Build the capacity of FCA’s local partners to strengthen their programmatic and operational capabilities.
3- Fundraising and Donor Engagement
• Develop competitive funding proposals, budgets, and concept notes in collaboration with the Business Development Manager, ensuring alignment with FCA’s thematic priorities.
• Coordinate donor engagement activities, including regular updates, reporting, modification requests, field visits, and evaluations, to maintain compliance and strengthen relationships.
• Ensure compliance with donor standards through high-quality reporting and regular updates.
• Proactively identify funding opportunities to enhance program impact and sustainability.
• Develop and maintain strategic partnerships with local stakeholders, donors, and networks to enhance program impact and sustainability
4- Emergency Response
• Lead the design and implementation of emergency response interventions that integrate immediate relief with long-term recovery and development goals.
• Coordinate with relevant stakeholders to ensure that emergency operations are responsive to the needs of affected populations and aligned with sectoral and donor standards.
• Collaborate with the security and risk management teams to adapt programming based on local and regional security dynamics, ensuring compliance with FCA’s protocols.
5- Operational and Financial Management
• Plan and manage program budgets, ensuring accurate tracking, reporting, and compliance with FCA and donor requirements.
• Oversee procurement planning and ensure that program expenditures align with approved budgets.
• Facilitate internal and external programmatic audits and ensure timely submission of financial and programmatic reports.
• Proactively manage risks, update preparedness plans, and ensure operational continuity during crises.
6- Cross-Cutting Themes
• Ensure the mainstreaming of gender, protection, safeguarding, and inclusion principles across all programmatic interventions
• Follow up on the implementation of FCA’s disability inclusion strategy, ensuring that program interventions address the needs of people with disabilities and promote their active participation in all activities

a. Minimum Masters degree in social sciences/development studies, strategic/programme management, public / Business Administration or other related discipline.
b. Minimum 5 years of experience in program development, implementation, and evaluation in similar operational contexts.
c. Extinsive knowledge and skills in managing and implementing Education in Emergency projects, livelihood projects, social cohesion and community engagement, Multipurpose cash projects and Shelter/rehabilitation projects
d. Excellent knowledge in global standards including – but not limited to - Sphere standards, EiE and Core humanitarian standards.
e. Proven expertise in proposal development, donor engagement, and compliance.
f. Strong understanding of project cycle management, including planning, implementation, monitoring, and evaluation in emergency and early recovery contexts.
g. Excellent leadership, problem solving and organizational skills, with demonstrated ability to manage multicultural teams and foster a collaborative environment.
h. Proficient in Microsoft Office (Word, Excel, Outlook) and program management tools.

FCA has been active in Syria since 2019, operating under the umbrella of SARC. Our primary focus has been on delivering relief and early recovery services to vulnerable Syrian populations. These services encompass various humanitarian sectors, including Education in Emergency, Early Recovery, livelihood, Shelter/NFI, WASH, and the distribution of multipurpose cash to the most vulnerable segments of the population.
